The "National Photography Cultural Center" is located at the intersection of Zhongxiao West Road and Huaining Street, Zhongzheng District, Taipei City. This building was formerly the "Osaka Merchant Shipping Co., Ltd. Taipei Branch" completed in 1937. The building's facade is in a simple modernist style, and a traditional oriental-style tower with a spire is built at the corner of the roof, reflecting the "Xingya-style" architectural style of the 1930s. After the Second World War, the Taiwan Aviation Industry Co., Ltd. and the Taiwan Provincial Highway Bureau (the predecessor of the Highway Administration of the Ministry of Transportation) were located here. In 2014, it was designated as a municipal historic site by the Taipei City Cultural Affairs Bureau, and the Ministry of Culture designated this historic site to be restored and reused as the base site of the "National Photography Cultural Center". After opening in 2021, the Taipei Pavilion will serve as a venue for photography and video art exhibitions, exchanges, and educational promotions, giving new life to the cultural value of historic sites.
